Declaration on Accessibility

The St. Pölten UAS strives to make its websites accessible in compliance with the Web Accessibility Act (Web-Zugänglichkeits-Gesetz, WZG) as amended, the Accessibility Act (Barrierefreiheitsgesetz, BaFG), and the EU Directive 2016/2102. It also takes into account the Web Content Accessibility Guidelines (WCAG) 2.1, conformity level AA, and the European standard EN 301 549 (version 3.2.1, 2021-03).

Current state of compatibility with the requirements

Due to the incompatibilities and exceptions listed in the following, this website is partially compatible with conformity level AA of the “Web Content Accessibility Guidelines – WCAG 2.1 and with the applicable European standard EN 301 549 V2.1.2 (2018-08).

Non-accessible contents

The contents listed below are not barrier-free for the following reasons: 

a) Incompatibility with the accessibility regulations

Videos and media contents
Some videos on the website have no subtitles (WCAG 1.2.2), which means that deaf users cannot understand the spoken contents. In addition, alternatives to video or audio contents that are identical in content are partly lacking (WCAG 1.2.3). We are planning to gradually add subtitles to all videos and, as a rule, publish all new videos with subtitles.

Navigation and operation
The visibility of the keyboard focus is partly insufficient (WCAG 2.4.7), which makes operation via keyboard more difficult. In part, the order of elements that can be focused is not logical (WCAG 2.4.3), and there is no possibility to skip repeated blocks of content (WCAG 2.4.1). Some links are marked by colour only (WCAG 1.4.1), and the contrast requirements are not yet met in some places (WCAG 1.4.3). Moreover, the purpose of some links is not sufficiently clear in the context (WCAG 2.4.4). We are working on improving all of these points.

When it comes to navigation via hashtags, the WCAG success criterion 1.3.1 (info and relationships) is not met. This criterion states that drop-down menus (selection fields) should always have a description that is specific for the individual field. This is not necessarily the case so far. In addition, no top-level heading is displayed in some places due to the website’s modular structure, or the headings of different levels are not in the correct order.

Marking, labelling, and information for assistive technologies
Clear labels and status messages for screen readers are missing in some places, e.g., when it comes to newsletter subscription and event registration (WCAG 3.3.2). Many interactive maps and complex forms do not have sufficient written alternatives (WCAG 1.1.1). Furthermore, the visible names of control elements do not always correspond to the underlying labels (WCAG 2.5.3). These problems will be gradually resolved.

Structure and site setup
On some sites, the hierarchy of headings is not correctly implemented, which makes orientation difficult for users of assistive technologies (WCAG 2.4.6). The reading order of the contents is not logical in some places (WCAG 1.3.2). Some page titles do not describe the contents precisely (WCAG 2.4.2). In some instances, contents change automatically without any actions on the user’s part, e.g., through reloading while scrolling, which makes use more difficult (WCAG 3.2.5). We are planning extensive adaptations to improve these points.

Technical attributes and compatibility
When it comes to iframes and WAI-ARIA attributes, suitable descriptions are partly lacking, and some roles are not correctly attributed (WCAG 4.1.2). Moreover, some unclear element IDs are causing problems (WCAG 4.1.1). The operation of accordion elements via keyboard and screen reader is not reliable at the moment (WCAG 2.1.1, 4.1.2). These technical defects will also be remedied.

Other
Mobile applications are currently not available. In-house electronic systems of the St. Pölten UAS are checked and gradually made accessible. In addition, texts that are displayed as images are replaced to allow for size adjustment and screen reader compatibility (WCAG 1.4.5).

b) Disproportionate burden

The majority of our videos are hosted and published on the platform YouTube. For some of these videos, it is not possible to provide the required audio descriptions, which means that the WCAG success criterion 1.2.5 (audio descriptions for prerecorded videos) is not met. We believe that subsequently adding them would constitute a disproportionate burden within the meaning of the accessibility guidelines.

c) The contents are not within the scope of the applicable legal provisions

PDF documents created before 28 June 2025: These will be replaced by accessible versions when they are revised. Revising them all now would be disproportionately complicated.

Please let us know if you experience difficulties with certain documents. Upon request, we can render contents accessible and replace them or add barrier-free alternatives.

Contents from third parties, which are not within the St. Pölten UAS’ sphere of influence, are exempt from EU Directive 2016/2102. We cannot make any statements as to the accessibility of these contents.

Live videos have no subtitles and thus do not meet the WCAG success criterion 1.2.4 (captions for live content). They are, however, exempt from EU Directive 2016/2102. We are currently not planning to add subtitles to live videos.

Transitional regulation for existing contents

Pursuant to § 16 BaFG, there is a transition period until 28 June 2030 for contents published before 28 June 2025, unless these are fundamentally revised or replaced.

If the content is updated, the respective document is newly created in accessible form.

This declaration was first written on 11 September 2020 and last reviewed and updated on 16 June 2025.

The website’s compatibility with the WZG for implementing the requirements of EU Directive 2016/2102 was assessed using a self-test according to WCAG 1.1 (conformity level AA) and EN 301 549:2021.

The offers and services on this website are continually improved, replaced, and expanded. In this context, we set great store by good usability and accessibility.

Enforcement procedure

If you do not receive any satisfactory answers from the above-mentioned point of contact, you can lodge a complaint with the Austrian Research Promotion Agency (FFG). The FFG accepts complaints in electronic form via the provided contact form.

Contact form of the complaints office

The FFG then checks whether the complaints refer to violations of the provisions of the Web Accessibility Act, especially shortcomings in compliance with the accessibility requirements on the part of the government or an institution affiliated with it.

Should it be decided that the complaint is justified, the FFG issues recommendations for action and suggests measures to the government or the affected legal entity designed to help them remedy the discovered shortcomings.
